Rénoclimat Adaptation: Up to $38,500 to Flood-Proof Your Quebec Home
Loading article…
Quebec homeowners can now get paid to protect their house against flooding. Since October 1, 2026, the new Rénoclimat Adaptation component pays $700 to $1,000 for simple fixes like a backwater valve, up to $1,000 for a climate risk diagnostic, and up to $35,000 for major work on homes in a recognized risk zone. The combined ceiling is $38,500 per home.
The money comes from a $425 million, five-year envelope announced by the Quebec government in June 2026. For a household that has already pumped water out of a basement once, a few hundred dollars toward a battery-backed sump pump changes the math on doing the work this fall rather than after the next storm.
As of October 2026, Rénoclimat Adaptation offers Quebec homeowners three types of flood protection funding: $700 to $1,000 for pre-set simple work anywhere in Quebec, up to $1,000 toward a climate risk diagnostic, and up to $35,000 (75% of costs) for complex work in a recognized risk zone, capped at $38,500 per home.
What Rénoclimat Adaptation pays for
According to the Quebec government, the three types of assistance are complementary, so one home can combine them as long as the total stays under $38,500.
| Type of assistance | Amount | Where the home must be | Condition |
|---|---|---|---|
| Simple pre-set work (sump pump with battery, backwater valve, removable flood barriers) | $700 to $1,000 | Anywhere in Quebec | Work on the pre-set list |
| Climate risk diagnostic | Up to $1,000 (costs covered) | Anywhere in Quebec | None stated |
| Complex adaptation work (foundations, openings, electrical, heating, plumbing) | Up to $35,000 (75% of costs) | Zone recognized at risk by the ministry, such as a flood zone | Diagnostic by a recognized professional |
| Combined maximum | $38,500 per home | All three types combined | Total of all assistance |
Simple work: $700 to $1,000, anywhere in Quebec
This is the piece most homeowners will use. It covers pre-set, simple work, and your home does not need to sit in a flood zone to qualify. The Quebec government names three examples:
- Submersible pump with battery backup: keeps draining the basement when a storm cuts the power
- Backwater valve: stops sewer water from flowing back into the house when municipal pipes overflow
- Removable flood barriers: placed at doors or basement windows when water rises
The list is introduced with "notably", which means other simple work may also qualify. Check the final list with Rénoclimat before you buy equipment.
Climate risk diagnostic: up to $1,000
The second type of assistance covers the cost of a diagnostic of the risks climate change poses to your home, up to $1,000. Think of it as an inspection that tells you where water is likely to get in and what to fix first.
The diagnostic becomes mandatory for the third type of assistance: major work in a risk zone requires a diagnostic done by a professional recognized by Quebec's environment ministry.
Major work in a recognized risk zone: up to $35,000
Homes located in areas the ministry has identified and recognized as at risk, such as a flood zone, can receive up to $35,000 for more complex adaptation work. The assistance covers up to 75% of the cost of the work. Examples named by the Quebec government include:
- protecting the foundations
- sealing openings against water
- adapting electrical, heating and plumbing systems
Who can use Rénoclimat
Rénoclimat has been running for 20 years as Quebec's energy retrofit program, and Adaptation is a new component inside it. The program's existing eligibility rules cover owners of these types of housing:
- Owner: an individual, an estate, a trust, a business, a condo syndicate, a non-profit or a band council
- Housing type: single-family home (detached, semi-detached, row house, mobile home, four-season cottage), duplex, triplex, or a residential building of up to 3 storeys above ground and 600 m² of footprint
- Location: in Quebec, habitable year-round
- Age: built and habitable for at least 12 months
- Condo owners: the application goes through the condo syndicate, which receives the assistance
How it fits with your home insurance
Flood protection work and insurance solve two different problems. The grant lowers the odds of water damage; your policy decides who pays when damage happens anyway. Before you start, check what your own policy says about sewer backup and flood water, and whether those protections are included or sold as add-ons. Our guide on what home insurance is explains how coverage, exclusions and deductibles work.
If you already insure your home with a Quebec insurer, call and ask whether a backwater valve or sump pump changes your premium or your eligibility for water damage coverage. Our Desjardins home insurance review shows what one of the province's largest insurers offers.
How to get started
- Read the Rénoclimat page on Québec.ca and confirm the application steps for the Adaptation component.
- Call Rénoclimat customer service before buying equipment or signing a contract.
- If your home is in a flood zone or another recognized risk zone, book the climate risk diagnostic first: it unlocks the $35,000 tier.
- Keep every invoice and photo of the work.

Bottom Line
If you own a home in Quebec with a basement, Rénoclimat Adaptation will pay $700 to $1,000 toward a backwater valve, a battery-backed sump pump or flood barriers, wherever you live in the province. In a recognized flood zone, start with the diagnostic: it can open up to $35,000 more. Confirm the procedure with Rénoclimat before any work begins.
What is Rénoclimat Adaptation?
Rénoclimat Adaptation is a new component of Quebec's Rénoclimat program, in effect since October 1, 2026. It pays homeowners to protect their home against flooding, with up to $38,500 per home across three types of assistance: simple work, a climate risk diagnostic and major work in a recognized risk zone.
How much can I get for a backwater valve or a sump pump?
The simple work assistance pays $700 to $1,000 for pre-set work such as installing a submersible pump with battery backup, installing a backwater valve or buying removable flood barriers. Your home does not need to be in a flood zone to receive this amount, as long as it is in Quebec.
Do I need to live in a flood zone to qualify?
Not for the simple work, which is available anywhere in Quebec. The climate resilience diagnostic (up to $1,000) and the adaptation work (up to $35,000 or 75% of eligible costs) make up the accompanied path, reserved for homes in a flood zone. The list of recognized professionals is still being prepared, so wait for it before booking a diagnostic.
How does the $35,000 assistance for major work work?
It covers up to 75% of the cost of complex adaptation work, to a maximum of $35,000, for homes in a recognized risk zone. Eligible work includes protecting foundations, sealing openings and adapting electrical, heating and plumbing systems. A diagnostic by a professional recognized by the ministry is required first.
Can I combine the three types of assistance?
Yes. The Quebec government describes the three types of assistance as complementary. A home in a recognized risk zone could receive the simple work amount, up to $1,000 for the diagnostic and up to $35,000 for major work, with a combined maximum of $38,500 per home.
Who can apply to Rénoclimat?
Rénoclimat is open to owners of single-family homes, duplexes, triplexes and residential buildings of up to 3 storeys and 600 m² of footprint in Quebec. The home must be habitable year-round and built for at least 12 months. Condo applications go through the syndicate, which receives the money.
Should I start the work before applying?
No. Confirm the Adaptation procedure with Rénoclimat before buying equipment or hiring a contractor. In the program's energy retrofit component, a home where work started before the evaluation visit can be refused, so wait for clear instructions before you spend the first $700.
